Quarterly Chapter Meeting Minutes – Saturday, July 12, 2025

Richmond Ferry Terminal and San Francisco Ferry Building

  1. Meeting called to order at 9:45 am
  2. Introductions/Attendance Sign-in Sheet Count
    1. 10 people were present at the meeting.
    2. Paul Gilger moved to approve the minutes. Neil Rodrigues seconded. Minutes were approved without changes.
  3. Officer, Staff, and Committee Reports
    1. Neil Rodrigues: State Director
      1. The Ogallala Conference: Was very entertaining and enjoyable with informative bus tours, seminars and a fantastic awards evening and banquet.
      2. LHA Archivist: At the Ogallala Conference, a discussion was held on the need for the LHA to form and appoint a Director of Historic and Valuable Documentation, Records and Memorabilia Archivist. The interest was unanimous. Russell Reins volunteered to be LHA Archivist Director. Statements were made that individual states will be responsible for saving and storing their own material. The National will consider solutions and systems as suggestions for a reliable and usable historical archive system.
        1. Boy Scouts LH Markers: 100 Year Anniversary of the USA Boy Scouts and LH Concrete Marker Placement will be coming in 2028. A suggestion was made that the LHA should consider organizing a historical event to celebrate with the Boy Scouts on September 1, 2028.
    2. Joel Windmiller: President
      1. Digital scanning chapter archives: Researching options for scanning documents, chapter scans, photos, and documents to create files to download to Dropbox, and saving a backup copy on the chapter’s hard drive. Contacted a scanning business to get quotes before presenting to the membership for approval.
      2. El Dorado Museum: No update on reopening
      3. Sisley Road: Placer County has not started the project to pave over 1916 concrete
    3. Trey Pitsenberger: Vice President/Signage/Traveler/Historian
      1. Not able to attend, no report.
    4. Andy Saunders: Chapter Signage Project Coordinator: Sacramento Region
      1. Presentation on approval of Citrus Heights Mural project. LH map updates in Citrus Heights, Roseville, and Orangevale areas.
      2. Andy will be checking in on the printing costs of brochures with his sign people. No report on findings
      3. Future Signage / Presentations: "History of Lincoln Highway"
        1. Fair Oaks: Fair Oaks Historical Society, July 22
        2. Roseville: Carnegie Library in Roseville, July 31
        3. Truckee: Museum of Truckee History, September 16
      4. Murals: Citrus Heights approval for painting a mural on one of the buildings along Auburn Blvd
    5. Grant Gassman: Treasurer's Report

      1. BIG TOUR: 2025 Lincoln Highway Tour. Updated group on highlights of the Mid-LH Tour & Conference.
        1. Chapter Archivist: Talking to Trey to see if he can take over as archivist (what Gary and previously Norm used to do)
        2. Caltrans LH Signage: contacting the Caltrans librarian, Kendra Stoll, to see what it would take to get Caltrans byway status in California, so that we can get directional signage up on the following California highways: I-5, US 50, I-80, CA 99, I-205, I-580, hopefully in time for the 2028 tour in three years
